The Herrmann-Debroux Master Plan was officially approved by the Government on 28 April 2022 and came into force on 1 June 2022. The PAD aims to profoundly transform the E411 arterial road to the city, one of the gateways to the Region, and to requalify its immediate environment.

Located at the south-eastern entrance of Brussels, the Herrmann-Debroux area, which stretches over nearly 4 kilometres from the Léonard crossroads to the Boulevard du Triomphe, is currently dominated by a motorway infrastructure, which will be gradually dismantled to make way for a greener, more accessible neighborhood integrated into the urban fabric.

The reconfiguration, by section, of the E411 into an urban boulevard, five "key sites" identified in the Herrmann-Debroux PAD will be developed to set up mixed programmes combining residential, public interest facilities, offices and business functions.

By its decision to approve the Herrmann-Debroux PAD on 2nd reading, the Government instructed to launch the platform for coordinating the operational implementation of the Herrmann-Debroux PAD vision. The SAU provides the secretariat for this platform. In this capacity, she is responsible for:

• Prepare and organize the platform's meetings, currently scheduled twice a year;
• Gather operational information from the various partners involved, whether public or private, with regard to schedules, budgets and any difficulties encountered;
• Negotiate with stakeholders the conditions for the operationalization of projects to ensure their feasibility and compliance with the objectives of the PAD.
• Participate in the committees to support operational studies on the perimeter concerned;
• Organize specific meetings when the development of a project requires it.

Triangle Delta :

The SAU (SAF, at the time) acquired the so-called "Delta Triangle" site because of its strategic nature for the Brussels-Capital Region, as it was one of the last significant land reserves on a regional scale.

Following the wish of the Brussels-Capital Region to see the development of a new hospital centre in the area, an agreement was concluded in 2013 between the SAU-MSI and CHIREC for the sale of the northern part of the "Delta" site to the latter with a view to the construction of its new hospital centre, which opened in December 2017. The implementation of a second phase of development of the CHIREC cluster including a mixed programme (housing, shops and facilities) is being completed.

The SAU-MSI, which owns the southern part of the Delta Triangle, is working closely with Perspective.brussels to develop a mixed-use urban programme in line with the ambitions and objectives set out in the PAD. Together, they are studying the feasibility of development in terms of urban integration, environment, mobility and infrastructure, in order to open up and transform this site into a dynamic space that meets the needs of the city.
